And it's obvious that his wife had access to White House employees because her husband had a long time federal job!

Quite simply - there is no 'higher authority' with which to consult or appeal issues with the supremes. And - there's a certain amount of opinion that any effort to impose something of the sort - would perhaps be just as fraught with problems as the original (perceived) deficit.
