I haven't checked his bio but I assume that Gen. Kelly was a chief of staff at some point in his years in the Marines. A military chief of staff RUNS the staff. Every principal staff member (with the exception of a very few personal staff, e.g. the JAG, the chaplain, the IG) are rated by the chief of staff.

Gen. Kelly now has two staff members - the daughter and the son-in-law - that assume they don't have to answer to the chief of staff. When Gen. Kelly realizes he is only in charge of part of the staff, he will either have to quit or swallow his pride.
