Now that they are trying to develop and join modernity we (the Trump administration) calls it a bad deal when we are asked to contribute more to fixing the mess we largely created in the first place. It's like, "We got ours at your expense but don't you dare try to catch up. And by no means don't ask us to help you fix the mess we contributed to more than you."

They don't hate us for our freedoms. They hate us for our hubris.

At least other western nations want to join the solution. We (45 and his cherished base) don't give a damn and most of them do not understand the problem, its origin, or any of the remedies to slow the progression of the problem.
