Not certain, but disenfranchised people are less likely to have licenses or be registered to vote.

They probably drew their jurors from a list of Registered Voters. All the names of color had already

Or own real estate or other things that put them in the juror pool.
Also, the fact that so many are locked up in prison can't help much.
