ICE was originally created in response to the flood of foreign organized crime elements coming into the US illegally to fill the vacuum left after the FBI worked with local jurisdiction to take down US organized crime in the mid to late 90s. They dismantled the leadership of street gangs and even some mafia families leaving a void of leadership for the mid-layer workers to cater to America's huge market for drugs, prostitution, and low priced stolen goods. Instead of just distributing to the sellers in the retail drug outlets, the cartels came in and ran the operations. Foreign mafia groups moved into auto theft, retail shoplifting, and home burglary crews.

Instead of having to investigate and gather testimony and evidence to convict the foreign organized crime elements in US courts, it was easier to just deport them.

So ICE has the tools. They're using racial profiling as a means of intimidation.
