1. Apparently the writer had a negative opinion of Rep. Grijalva before she got pepper-sprayed. Why?
2. We're not using capital letters any more?

Sounds like ICE agents were being their usual "charming" selves!
During the incident, U.S. Rep. Adelita Grijalva arrived and moved to speak to the agents. One agent responded to her questions, but another agent heedlessly sprayed the crowd with pepper spray blindsiding this clearly identified Tucson Sentinel reporter in the left eye and face. Along with the crowd, Grijalva and her staff who were standing just feet away were also hit by the spray, she said.
A DHS spokeswoman claimed [i.e., lied] that Grijalva was not pepper-sprayed, but was standing near someone who was sprayed because "they were obstructing and assaulting law enforcement." This reporter did not observe any assaults as he was sprayed directly in the face while standing on public property reporting on the incident.
Just before the agent walked along a line of protestors spraying them at face-level, hitting this reporter directly and Grijalva standing several feet away, Univision reporter Óscar Gómez was pepper-sprayed by the same agent without any warning. Video posted by Gómez shows the agent spraying protestors before turning on the reporter and launching a stream of orange chemicals directly into his camera.
Gómez wrote, "Press ID was not enough to avoid being assaulted by an ICE agent," he said. "Without half a word," the agent sprayed him, he said.
