The Vulcan Elements' loan from the Pentagon that Texas Paul is on about is for Vulcan to produce rare earth magnets (the two main types of RE magnets are neodymium and samariumcobalt magnets, neither of which comes from coltan) for US domestic use.

Niobium does sometimes come from coltan, and is used in the making of the most common form of superconducting magnets, which are used in MRI instruments in hospitals, and in scientific equipment such as NMR spectrometers, mass spectrometers, fusion reactors and particle accelerators.
The superconducting portions of most current superconducting magnets are composed of wound niobiumtitanium filaments. More expensive magnets can be made of wound niobiumtin filaments, which produce a far stronger magnet, but are extremely difficult to manufacture.
