Is this maybe what Jim Himes saw on that second strike video?

U.S. Representative Jim Himes described the classified video of survivors from a U.S. military boat strike in the Caribbean as "deeply, deeply troubling" and "one of the most disturbing things I've ever seen" in public service. Himes stated the video shows U.S. forces attacking individuals who were in clear distress and posed no immediate threat.
