House Judiciary Committee Republicans on Wednesday subpoenaed Jack Smith, the special counsel who prosecuted President Trump, for a closed-door interview this month, but lawmakers were swiftly blindsided by Mr. Trumps fiery demand that Mr. Smith face a public grilling.
