It's no good moving federal troops into heavily Democratic areas to harass and intimidate voters, if those voters can simply cast a ballot by mail. If he can eliminate mail-in voting, it makes it much easier to suppress the vote at polling places.
This would be why Putin told Trump to get rid of mail-in ballots, and why Trump is now trying to make it happen.
