Several districts in Milwaukee

Ran out of ballots. Ballots on way but why did this happen? For crying out loud.

won by 200,000 votes. It's always better to have too many ballots than not enough.

But the early voting was heavy so they should have made sure they'd have enough. There was mischief in Milwaukee during the presidential election too. Never explained problem just that they had to restart the count.
