President Trump took an extraordinary and illegal step last night, ordering the impoundment of funds already appropriated by Congress.

This move, blatantly unconstitutional, strikes at the core of the separation of powers.

A White House memo claims that “career and political appointees in the Executive Branch have a duty to align Federal spending and action with the will of the American people as expressed through Presidential priorities.”

That’s simply false. Any middle school civics student could tell you that Congress—not the president—holds the power of the purse under the Constitution.
