Advice to the Democrats. If Trump and the Republicans break everything, don't bother fixing it...replace it entirely.
Wasting precious time and political capital trying to repair the damage that Trump and the Republicans did to the govt is a fruitless endeavor. Even if you are successful, you'll only return things to the status quo allowing the Republicans to run as the "change" party once again.
By replacing programs with better ones, you create constituencies for these programs. For example, if they kill the ACA, Medicare, and Medicaid, replace them with a Single Payer public health insurance option. Everyone gets it so everyone pays for it.
