If the count in any state were within the (generally less than 1%) difference between the winning and losing candidate's totals, a candidate can request a recount, which must be paid for by his or her campaign. Automatic recounts occur when there is a smaller difference. State laws govern whether and how recounts are carried out. A candidate can't just request a hand recount. Each state has its own laws on this. It helps to know and understand these laws. The campaign would have gotten recounts if and only if they were eligible for one to be held under each state's laws. They weren't. This whole argument is just a lot of hot air.
