Note that appointments go through the Senate, right? Who controls the Senate?

Oh, wait, Democrats. Until the beginning of January. Note that Congress will be in recess for a few days, almost certainly, to let some Congressfolk pack up and leave and the new kids on the block move in and unpack.

At most the (R) in the Senate can start the official vetting process Congress-side so that the reports can be approved and out of committee on or by inauguration day and the nominations formally submitted and scheduled for a vote, en masse or singleton votes.
