when auctioning off assets used in crimes and settlements, there are often conditions imposed to prevent the assets from going to people associated with the criminal party or who may use the assets to commit more crimes. for example, i've seen auctions of assets purchased with proceeds of criminal organizations in the US not open to US bidders. Also, there are requirements to prove ability to complete the transaction.
