Annual civil militia preparedness drills. Arms are stored in armories.

(Castro didn't take away all the guns, as RW Cuban "exile" based US propaganda pushes. The Cuban gov't heavily regulates them).

Both of my parents knew how to field strip, clean and reassemble Kalashnikovs. RIP

Of note, there have been no mass shootings in Cuba post 1959.
