Is there a link to the precise technical changes to the PACT bill.from June to July?

I have a GOP cousin who is convinced that the bill allows for $400B in random spending and Toomey saved the day and blocked the bill. Gag.

There were no substantial changes made over the summer and I want to show that.

There is a tab at the top of the bill called 'Amendments' and it shows all changes to the bill since it was introduced. There is no 400B in random spending anywhere in the bill. It's bullshit.

Ask your cousin to show where any politician has described this 400B... And ask him to show it in the text of the bill. He won't... He can't... There is no such thing... It's bullshit.
