2. I don't claim to be an economist but I would think this would not help inflation but

it was make it worse by possibly putting more pressure on an already-strained supply chain. Would this not put upward pressure on prices for those particular goods?

So he gets to do things that may provide some short term relief but would increase the quantity demand for those goods and put more strain on the supply of those goods and blame the inflation pressure on Biden.
