Many probably didn't have any idea what they were getting into. Russia isn't a country that talks about its failures, especially a catastrophic failure like Chernobyl.
They'll pay for their government's stupidity with their lives, but that's nothing new for government of Russia. They dispatch the lives of it's people with no more care than a child blowing on a dandelion.
