The “Vroom thing” (. ) you’re referring to was one of many occasions when trucks are brought onto the grounds for one reason or another.

They’ve had NASCAR and Indycar transporters on the driveway in the past in order to place a race car for the President to look at.

This sort of thing has happened during most of the Presidencies in my lifetime.
