I think they were just scared after a reconnaissance run down I-95 during the week.
First time I had to go to DC in the 90's, I thought I could rent a car to get around after the meetings... After three hours in traffic, I got off and turned the car in to the nearest rental office I could find in the yellow pages, and took the metro back to the Navy Yard where I was staying.
And that was in the 90's. Before smart phones.
It's best to pick up the rental car once you get off at the last Metro station outside DC in the direction you are going if you want to play tourist over the weekend.
