NPR: Billions of people are in danger from climate change, U.N. report warns

Billions of people on every continent are suffering because of climate change, according to a major new United Nations report released on Monday. And governments must do a better job of protecting the most vulnerable communities while also rapidly reducing greenhouse gas emissions.

The report by nearly 300 top scientists from around the world paints a picture of a planet already transformed by greenhouse gas emissions, and teetering on the brink of widespread, irreversible damage.

It's patently obvious that these needed changes are never going to happen, or at least not until it's way too late. They might as well be saying this will be our future unless we teach pigs to fly.

QUESTION PRESENTED:

In 42 U.S.C. § 7411(d), an ancillary provision of the Clean Air Act, did Congress constitutionally authorize the Environmental Protection Agency to issue significant rules- including those capable of reshaping the nation's electricity grids and unilaterally decarbonizing virtually any sector of the economy-without any limits on what the agency can require so long as it considers cost, nonair impacts, and energy requirements?
