I have since heard a discussion on this. Among the "no" votes was the concern that 16 was too young for the recommendation.

Others:

Immune response (allergic reactions) warning?
Pregnant women? Not specifically studied.
Young people? Even younger than 16? Not specifically studied.

We still have to wait until April, for most of us, and we will still need to wear masks for much of 2021. But this is good news, indeed.

(I believe it was on 60 minutes?), he was asked if he'd take the vaccine, and he said (paraphrased) -- "there are people I know and trust who I will talk to, and based on their input, I'll decide if it's ok.

What he was hinting at, was there are probably die-hard corporate/Trump loyalists who will rubber stamp this and not to be trusted. But Fauci knows who is and (more importantly) who isn't qualified to be making judgments on the safety of the vaccine.

So when Fauci says it's good, I'm all in.
