The agreement is each candidate get 2 uninterrupted minutes at the top of each segment. That's when the other is muted. Then you get a free-for-all debate where no one is muted until the next segment. It was never in the agreement that the moderator can mute anyone at her will.

I've answered the same things in numerous threads because people didn't take the time to understand the rule set up.
